Linda Bell was named director of federal programs and director of the state-funded pre-kindergarten program in 2015. Her career began at Jackson County Elementary school, where she taught special education for three years, EIP for one year, and first grade for nine years before being named assistant principal. In 2010, she was named principal at West Jackson Primary School, where she served for five years, then as principal at North Jackson Elementary for a year. She earned bachelor’s and master’s degrees in early childhood education from Brenau University. In 2004, she earned a specialist’s degree in educational leadership from Lincoln Memorial University. She is committed to building positive relationships and leading by example while serving at the district level.
In addition to the funds provided by local taxpayers, the Jackson County School System administers Georgia’s pre-kindergarten program and funds allocated under Title I, Part A, of the federal Elementary and Secondary Education Act, as amended.
Georgia’s Pre-K Program is a state lottery-funded educational program designed to prepare children for success in kindergarten and later school years.
The Jackson County School System is excited to partner with you in your child’s journey of discovering the joy of learning in Pre-K. It is our goal to ensure that your child learns in a safe, challenging, exciting, and fun atmosphere.

Parents of the children who are selected for JCSS Pre-K commit to sending their children to school for the complete six-and-a-half-hour day, 180 days a year, on the same schedule that our elementary schools run. We know regular school attendance is a key component in a child’s academic success. Children who are late, leave early or are absent for 10 consecutive days without a medical or other reasonable excuse may be disenrolled, and the slot will be filled immediately with the next student on the waiting list.

Federal programs: Title I and parent involvement
Federal Title I funds provide financial assistance to local educational agencies and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.
To strengthen student academic achievement, JCSS has developed a policy that establishes the district’s expectations for parental involvement and guides the strategies and resources that strengthen school and parent partnerships in the district’s Title I schools.
The Parental Involvement Policy describes JCSS’s commitment to engage families in the education of their children and to build the capacity in its Title I schools to implement family engagement strategies and activities designed to achieve the district and student academic achievement goals.
